The program also aims to increase neighborhood stability by marketing the City's rehabilitated houses to new homeowners.

The purchaser of a vacant lot must agree to build a new, owner-occupied single-family home within 18 months (see application for details).
The purchaser of a renovated home must meet federal income guidelines.
